You can either buy a wifi+3g ipad or a wifi ipad and a mobile hotspot. The 3g ipad will end up having better battery life and cheaper rates so I would get that.

Yes there is coverage in the British Virgin Islands, but you’ll pay a fortune with roaming charges for your 3G, it’s best to use Wi-Fi if you iPad has wi-fi.
