No lever on the drain plug. Just lift and turn and it stays open, turn and it falls into closed position. I need to remove it to be able to clean out the clogged drain. I tried twisting, pulling, etc to no avail. I know there is a procedure for this but I need to know what it is.

take off overflow cover and enter there

should be able to unscrew it, from the closed position. use a pair of pliers. or it may have a set screw on the side of it.
